In the circular signed by the Minister of Interior Süleyman Soylu, the importance of raising the awareness of stakeholders, responsible institutions and organizations such as relevant ministries, civil and judicial authorities, law enforcement units in the development and implementation of measures within the scope of the fight against drugs was emphasized and the effectiveness of the struggle was carried to a higher level.
In this context, the law enforcement officers within the Ministry were asked to hold regional meetings that would include other issues such as global and regional developments, new methods and successful practices within the scope of the fight against methamphetamine, and that would raise the awareness of provincial and district organizations.
According to the circular, the results will be shared with the units in the field by conducting joint studies on institutional, legal and technological capacity increase that will increase the effectiveness of the struggle. By giving importance to information sharing among law enforcement units, it will be ensured that the information obtained in new methods, trends, routes or special investigations will be shared with other law enforcement agencies. Within the scope of the struggle, cooperation will be increased between all authorized and authorized institutions and authorities.
Controls will be increased
Regular meetings will be held with all institutions and organizations in charge of combating methamphetamine-related crimes. The experiences and evaluations gained in the field will be discussed with a common mind and new methods of struggle will be developed through the meetings and workshops to be organized together.
Training activities and publications will be focused on in order to increase the knowledge and experience of all law enforcement personnel working in the field. The sensitivity of the personnel will be increased by increasing the controls and measures especially in the border provinces and border entrances.
Analysis studies on drug smuggling will be emphasized, and implementation and inspections on vehicles, especially land transport vehicles, will be tightened. A judicial investigation will be carried out on the sale of devices that are easily available in the market for the use of methamphetamine. In order to increase the awareness and sensitivity of citizens, education and information activities will also be increased, and importance will be given to the distribution of materials such as posters and brochures.

The trafficking and use of illegal drugs and stimulants directly affects human health as well as the damage it causes to public safety. While national and international operations are carried out by law enforcement units, on the other hand, many training activities are carried out for different age and occupational groups, especially the “Best Narcotics Police: Mother” Project, in order to raise awareness and awareness of young and adults in this field.
More than 200 thousand drug operations were carried out in Turkey in 2021, and judicial proceedings were taken against more than 260 thousand suspects in these operations. Currently, there are more than 110,000 detainees and convicts in prisons for drug crimes.
According to the 2021 report published by the United Nations Office on Drugs and Crime (UNODC), the amount of methamphetamine seized worldwide increased by 43 percent compared to the previous year. In Europe, the number of methamphetamine incidents increased by 107 percent and the amount of seizures increased by 477 percent in the last 10 years.
It took place for the first time in Turkey in 2009.
In Turkey, the first methamphetamine seizure took place in Istanbul in 2009, originating from Iran. In 2015-2021, the number of methamphetamine incidents increased 21 times, and the amount of seized substances increased 30 times. The amount of methamphetamine seized in 2021 was recorded as over 5 tons and 500 kilograms.
The amount of methamphetamine seized since the beginning of the year has exceeded 9 tons. The increase in methamphetamine-related incidents and seizures was also reflected in overdose deaths and treatment applications for this substance. Methamphetamine-related death rate, which was 7.8 percent in 2017, when overdose deaths were the highest in Turkey, was 58.5 last year.
Deaths from methamphetamine alone rose from 0.3 percent in 2017 to 35.5 percent in 2021. The rate of application to methamphetamine treatment, which was 3.5 percent in 2016, was recorded as 15.5 percent in 2021.
